futile to compare old and new pre 99 quarters?

I recently purchases a 35P washington quarter to add to my type set. I've read that since 1965 numerous modifications have been made to the quarter (state quarters excluded), which is patenly obvious with the level of detail in George's hair starting at some point in the 1990s, but what about the reverse?

When I compare the reverse of the unc 1935 to a 1998 quarter I pulled out of change, the 1935 reverse seems very weakly struck in the chest, wings and tail. Are comparisons between these dates apples and oranges?

Reverses are changed frequently also. Some are quite subtle and others can be quite
dramatic. The more obvious changes in recent years occurred in '73, '77, and '84. There
are several mules probably caused when good reverse dies weren't swapped out at the
beginning of the year. There have also been two reverses used for a period of years ('77
    to '84).

One could assemble a pretty extensive type collection of Washingtons especially if the
    numerous varieties were included.
