I was going to send them a coin--They have a AD in the back of the greysheet but something told me to call first before sending the coin. I spoke to them and they said "Oh the bid went down this week and we can only pay $40 dollars less than advertised"

<< <i>There's a bit of lead time for print advertising. It's quite possible they were telling the truth.

BTW, you were going to send somebody your coin without talking first?

The coin is a 1941 PROOF WALKER in PCGS Pr65--It is Clean, Bright and Flashy. The only reason Im getting rid of it was I got a 66. I just felt that If you advertise a price and a few days latter you are lowballed, It seems fishy to me.

Put yourself in their shoes. If you advertised to buy a coin for say $500.00, and a week later someone offers to sell you one for that price, but the coin is actually only bidding a $460.00, would you still buy it?
I can't blame a dealer for not paying more than "bid" from a print ad. In the old days coin prices often moved very slowly. Today prices change from day to day.
The one thing I will say is that in this market, any coin or series that is going down in this market, with the exception of some selected modern issues (e.g. modern Proof sets) must be stone cold. It seems like the prices for everything are on the move.
