I was hoping for a Merc, Trade or Seated commem myself, but I'll flip a few of these for the fun of it.

Franklin was dead before the office was ever filled the first time. I believe he died in 1792 before Washington was elected.

Franklin died in 1790.
Washington was inaugurated for his first term in 1789.
