Russ's post and the pictures of the two Franklins illustrate how coin grading will never, ever, be scientific and quantifiable.
Calling the coin graded 3-4 years ago a DCAM and calling the recently crackced, dipped and regraded coin a CAM puts purchasers of these coins in a situation where the designation on the slab means nothing, forcing the purchaser to "Buy the coin not the holder".
My suggestion is to have every Proof Franklin made that exhibits any CAM or DCAM appearance that is still in existence be immediately produced for review and inspection by ________________ (fill in the blank with whatever expert is agreed upon, i.e. PCGS's Proof Frankie expert). That person can, for each year (50-63) separate the coins into those which are CAM and those which are DCAM. Next that person can then assign a grade to each CAM and each DCAM coin for each year. Then the person can take all coins with the same grade, year and designation (i.e. 1963 PF69 DCAM) and rank these coins from #1 on down to the last one.
In that manner all such coins will be known according to which is best. Afterwards, no need to change grading standards at all and the persons who want to buy such coins will be able to know exactly what they are getting.
Looking at the two coins posted by Russ just makes me want to shake my head.
