Could easily be NT as the shades of blue blend well. Much depends on the reverse. If the reverse is like the obverse I'd go AT. If the reverse is somewhat a silvery white (an undipped look) I'd stick with NT.
MHO...it's the real deal...the colors are perfect...but I can c how many ppl think it is AT. It would take an "Expert" to make this happen. Just my two cents worth...

Amazing how the "tone" of this thread changes as soon as the PCGS label is revealed. So if this coin were in a SEGS or PCI holder, would it be "market acceptable" or does PCGS dictate what is market acceptable toning. How about ANACs or NGC?
I still say deliberately toned. Whether that's AT or NT, I just don't know.
Always looking for attractive rim toned Morgan and Peace dollars in PCGS or (older) ANA/ANACS holders!

Herb, Now see on yours how the color kind of escapes, in part, to the actual raised rim? No good. Of course, all it takes is for the creator to Q-Tip the 'tone' off of this area, but that requires patience and much effort to get it right (and not have it bleed into the coin itself) and most don't bother.
Even if they do bother, there is another 'tell' if that process has been followed. I'll PM you what that is.
I think a lot of people believe that coins can be only AT or NT. It's my opinion that there is a third category and this coin falls into that category. I call this category accelerated. In other words, coins put in kleenex, mailing envelopes, and albums and then stored in an area that sees frequent changes in temperature and humidity.
Looking at this coin closely in hand, I am pretty confident this was not a chemical/eggs/onion job.

The only thing I will add is look at the dark blue surrounding the motto...that just don't look right.

Yep, kinda easy colors to reproduce using an egg and onion. The spolchy effect certainly gives it the same look --

I would pay to have someone tone a coin like this. AT/NT who cares they are nice colors. No one gets hurt as its for my own enjoyment.
