1956 Topps Football Promo Cards?

Did Topps issue Promo cards in 1956? I just got off the phone with customer service about an order. I had a 56 topps Bears and Browns team cards in for grading. They did not grade them, and just sent them back, saying no holder available. The cust. service rep said maybe they were promos, not the regular issue. They are psa 9 quality and have a very whitish tint to them compared to some 56s I have seen. They are not fakes or repros though. Any thoughts?

I have never heard of any, nor I have seen any. Maybe they exist, but they must be really rare. I wonder if it's something that came out of the Topps vault crap?
