After doing a little research I think it's a copy. Only 50 of the real coins are known to exist, and apparently none in that good of shape.

I'm at work and don't have my ref's available, but from memory, the punches look all wrong for an original NE shilling. Suspect that it's a 19th century "restrike" which could get slabbed at MS63, or a more modern counterfeit, which shouldn't be slabbed at all...

You got it, steve32k. A couple post slipped in there while I was slowly typing. It's one of those, glue the two halves together so we don't have stamp copy on it, fakes. BigE slipped it in one of his cracked out slabs. You can see the insert hanging down past where it's supposed to be.

I did say it was something else!
