PCGS will only grade coins that are problem free, coins that are cleaned, scratched, or damaged will be returned
ungraded. Anacs will grade "problem coins" with a net grade. Your Bust quarter has VF details, but would
probably be net graded to VF details, cleaned, net grade F-15. Worth approximately $50, not worth the price
of grading IMO.

probably a problem coin -> obverse fielf looks like it could be pitted, corroded, or whizzed
if so (it may be alright and close-up makes it look worse than it is) the top grading services will not encapsulate it and will send it back to you in a 'bodybag' saying what the problem is
ANACS will slab it and say what the problem is and 'net' grade it

Not at all. Most likely would. But on a bad day, it might make it into a slab.
