The listing states "1923", although the pic certainly appears to be a 1928 the seller may be attempting to elicit bids by posting a pic of a 1928. As long as it is listed as a 1923 and the seller does not state that you will recieve the coin pictured, it isn't worth the bother.
FWIW, my max bid was €6.50 which I thought would have been broken. Looking back at this sellers previous auctions, he mostly sells German commemoratives. IMO, it was worth the risk...no guts, no glory.

My German isn't too super . . . so I never know if the fine print reads:
