What happened to this little guy?

Came in a lot that I got off ePay many moons ago. I was snapping some shots last night and saw it sitting there, and I've always wondered. Opinions?

    Nice looking coin, but I would say it was recolored at one point in time and then retoned through time.

    Cleaned at one point for sure. The question is was it inexpertly recolored, or is this the result of the cleaning solution residue causing the coin to retone? I'd vote for cleaning solution residue. I've seen this happen to Proof Indians in slabs. When it was purchased (I'm glad to say NOT by me) it looked great. A few months later it looks like this or MUCH worse. Some of these coins are only good for putting in a gumball machine after the coin doctors are done with them. imageimage
