I believe the 1803 half just sold out of one of the FUN auctions. It originally came out of Queller in late 2002 at $19,550. Bought via Northeast Numismatics (or one of their multiple bid #'s) and went NGC-63 at that time.
I don't know about the "stepping up" part. They are offering the Eliasberg 1843-0 NGC MS65 25c which is one of the finest known. It was graded as MS63/65 in the Eliasberg sale due to a plethora of "obvious hits" on Miss Liberty. The coin is an honest MS64 today that was orig graded as MS64 and has since found its way into a 65 holder. Now it moves around the auction and bourse circuit like the Ancient Mariner. The write up in the ANR catalog is quite laudatory. A coin I'd love to own, in real MS65 grade. The $8800 it realized at the "E" sale was indicative of the grade. The $17,000 ask price today is indicative of the plastic.
I noticed they have a lot better inventory as well. Do you know who is their main buyer? The literature seems to indicate Melissa K., but I don't know if she is the main buyer of the high ticket items.

What's ANR asking for it now?

They have REALLY stepped up the inventory.
