Opinions on this toned 1925 Peace Dollar?

I discovered a new coin shop here in the Richmond VA area today. Wound up buying several coins, including this one. It just jumped out at me in one of his coin books, so I bought it. What do you all think of it?

Just to clarify, what you are calling a "luster break" is actually a dead spot in the lighting. You are looking at a photograph, not the coin in hand. I wouldn't buy an AU 25 Peace Dollar.

I paid $28 for it. In my opinion, it's a very high end 63 with a good shot a 4.

A very fair price and one that would allow you to profit if the coin holders as a 64.
I think your strike is weaker, but it still looks like a 64.

I'm not going to submit this. Doesn't make a lot of sense. Even if it was graded 64, I don't think the cost would justify it.
By the way, and I neglected to mention this yesterday, the dealer has another 25 with the identical toning, and it is nicer than the one I bought. He's asking $50 for it.
