I don't know how to grade these, but I'd guess that w/o the color, this coin would be in a 3 holder.

I see no problem with the coin grading at 65. The reeding mark on the forehead seems the most distracting of the hits, and I'd have to guess that there is ample luster remaining on the coin (difficult to tell, as the photo is obviously trying to catch the "star quality" of the coin), and that the reverse is not seriously impaired in any way.
I'd guess that without the color there wouldn't be a star after the number 65.

The color looks fine to me and I'm with Stman -- looks like Dansco toning you see on some clads.
As for a 65 -- well, no, but it is a * without question. Nice score --- BTW -- I need a 23 * if it's for sale.

Even still, that coin is gorgeous. I've not seen a peace dollar like that for some time.
