Is the ANA's 1804 Dollar (class III restrike) a Proof or MS?

The reason I am asking is because on their website when you first eneter has this info:

1804 Silver dollar
United States 1804-dated dollar, Class III
("Restrike"). ANA Museum Accession No.
1991.1.1.
Weight: 26.624g.
Diameter: 39.2mm. Axis: 195° (approximate).
Condition: Mint State (Proof 60).

So is it a PR-60 or a Mint state coin?

    They were all struck as Proofs. Sometimes people use "Mint State" as an introduction/preface to the numerical grade for Proofs, simply because Proofs are graded to the MS scale (1-70), as are business strikes.

    I thought they were all struck as proofs. You would think they would just put PR-60 pr Proof 60. I learned something today. Thanks Mark.
