Mintage figures and proofs

Does the final mintage tally for early modern coins struck at the Philadelphia mint include mint set coins too? Such as a half, quarter etc. Were the earlier mint set coins specially struck or plucked out of production to make mint sets.

Nope. Mintage figures for mint set coins are recorded seperately.

I disagree with Russ. The coins in Mint Sets are covered under the regular mintage totals. The Proof coins are included in the mintage totals also, but records for them were maintained for many dates, although not perfectly. Check out the numbers in the Red Book. For Proof only dates the mintage and the Proof mintages are the same. Generally the same is true for "mint set only" coins like the 1987 P and D JFK half dollars.
