If you have a personal account (no credit or debit cards) the limit of receiving funds from ebay has now been reduced to $500 per month.
However if you SEND an invoice directly from paypal for the merchandise and the party pays from that invoice, there are no fees to receive it once you are past the limit of $500.

Guess they can't, and that turns some people off.

True, no fees - because once you're past the receiving limit on a personal account you can't receive money at all.

That only applies to eBay and web payments. If you are selling say on the BST, you can receive any amount as long as the payments aren't funded by credit cards. I had one month were I accepted over $3000 in our personal account, I believe it was December.
But the customer needs to be in good communication with you to do it this way. I've found that customers will try to pay with a credit card through Paypal right after auction end. Then I have to decline the CC attempt to paym with Paypal. Doesn't seem to matter how clear one makes terms of sale sometimes.
