Looks like a forgery on this key date Lib 5c

What do you think ... besides being cleaned and kinda ugly, it looks to me like an 1883 w/Cents that someone tooled into an 1885 ...

    Does not look like a tooled 1883 to me. I think it's just a cleaned authentic 1885?
