I know the coin is a dud, but is the holder worth a premium?

This coin is part of a trade which I received yesterday. It is not a genuine Mint error, look for another thread on that subject. I was curious about the slab, though - ACGS, American Coin Grading Service. Weren't these guys a precursor of ACG?

I'm returning the coin to my trading partner, it would be nice if he could recover some of his initial cost by selling the holder as a collectible.
