It would grade brilliant at both services, but if the coin is nice, it would be a Star candidate at NGC.

Yup! Me and Marty were quite disapointed by a half dozen proof sets in one dealer's case... we saw some AWESOME super DCAM Obverse Frankies... turn it over, and it's completely brilliant....
