I gave up! I've been unable to make a good looking icon at 10k size. Think I need some better editing software.....

Added: I gave up too soon.

The key with my whimpy software, in case anyone is having the same problem, is that shrinking a JPG to 100X100 seemed to always yield a 20k file. But, if I convert the file to a BMP, shrink that to 100X100, then convert back to JPG, I get a reasonably good looking icon of 8k size.
