Thumb is weak. Feathers strong. I would agree MS63 but the reverse is strong. MS64 is my guess.

I was going to say MS-63 in an OGH and MS-64 today.
I think the fields need to be clean for PCGS to consider
it for MS-65. It's still a nice MS-64.
