8 TF. What's the grade? So OK now what's the VAM?

Here is the second of two 1878 P 8 TF Morgans I picked up yesterday. Thanks to everyone for helping the attribution on the first coin, a VAM 17.

This coin exhibits the heaviest reverse doubling I have ever seen. All of the legend and motto are doubled. The left wreath is heavily doubled, the right wreath is doubled to the outside. The exterior of the right wingtip is doubled, the interior of the left wingtip. See especially photos #6 and #7 for examples of the reverse doubling on the motto and legend.

So what's the VAM? Also, what's the grade? The coin has some luster still although it looks like a very flat strike.

Added the engraved feathers on right and left wings, look somewhat like Vam 14-9. I do not have the fourth edition of the VAM book so 14-10 is as far as I am able to go.
