It appears that someone did a job some time ago and rubbed out the device areas and every field area he could get to. Am I right? What would you grade this coin at? I think it's an easy EF45.

Pictures suck but I don't see anything unusual. These are weakly struck and look mushy for the most part. Surfaces do look a little grainy but that might be the pics.
