Jefferson guru's... does PCGS still annotate FS on Errors?

Okay, before I send the following message to the Gods, I figured I'd ask the question here of the other
Board members to see what you good folks have to say...
The question is...
I've seen quite a few error Jefferson (broadstrikes, off-centers, triple struck) coins recently in new PCGS holders with, IMHO, full steps... However, the slabs aren't annotated for some reason.
These slabs are mostly in the newest version of the slab, so I'm not talking about the older slabs. The older blue slabs (without the bar code) have error coins with full steps annotated. Just wondering, before I submit, if anyone has heard if there has been a policy change for errors in this series. If they have, it would change my decision whether or not to submit some of them.
Here is a picture of one coin I'm considering submitting... If I could get a larger picture in here, I could show you the whole coin... looks to me like a possible triple or quadruple struck off-center with multiple broackages on the on the obverse and reverse (1 is an incused "D" on another level... yeap, level of the coin). Unfortunately, this one doesn't have full steps, but I have to submit 4 coins of the same grading area for part of the annual 8 coin submission, ie., I have to submit 4 errors.
