Does anybody have opinions about the grading accuracy of old ANA/Anacs holders for Morgans?

I picked this 8TF morgan tonight- it's in an old ANA holder. The only coins I've gotten in these holders before have been a couple of nice cameo franklins. With the franklins, I felt that the grading was pretty conservative. How do you feel they did with morgans??

was a middle-of-the-road 64 in a 64 slab:
