Any incentive for a service to cross-grade?

Hey, they already get your money; why should they swallow their pride and cross-grade someone else's slab to their lofty holder? Worse yet, why would they actually upgrade the coin?

I think there should be a small mark-down of the price if the coin doesn't cross-grade. What do you folks think?
