Yeah, it's probably the lighting. ACG would never slab a proof as a business strike.

It looks like an AGC MS65 FBL to me, but that just means they got the date correct

Oh yes, I only usually buy PCGS or NGC, but if this were FBL, I'd crack and resubmit.
