I just think the front is too dark to even tell if its PL, let alone DPL
I know mine is crappy, especially so with Proof, PL & DMPL coins.
With the seller giving a 100% money back, with shipping both ways, It might be a risk taken to see it in hand.
if you like these coins ...

In defense of the seller, it's hard to show P-L or Proof surfaces in a photo, especially a photo of a toned coin. I had an 1864 PCGS PR-64 half dollar for sale a few months ago. The had great mirrors, but I couldn't show it well on the Internet. I sold it at a show. Ditto for an 1873 P-L half dollar I had in NGC MS-64. Photos can't do these coins justice.
I love toned dmpl's, they can be incredible. Graders will not give the dmpl or dpl grade unless they can still see the mirrors through the toning. Remember, this piece is in an ngc slab, and they are not as tough as pcgs.
The coin is also in an old holder without the rubber strip between the paper insert and the coin, it is very possible that the coin has continued to tone over the last ten years and is now much darker than when originally graded. JMHO.
