Source of the 1998 "S" Matte proof finish

I noticed a raw 1998 "S" Kennedy Matte finish proof at my local dealer. My question is: Did these Kennedy proofs with the matte finish come in regular issue "S" proof sets or did they come in Prestige or premier sets? Thanks for the replies.

Came as part of the RFK Commem set.

It's humorous too as collectors complained about the Mint's $50. asking price when these were first issued.
