Hummm, good question. I would say yes because it was meant to be a nickel.

If it was struck on a 1 cent planchet, why does it have all of the SILVER coloring on the coin? The 1 cent planchets from this time period were mostly copper and should not produce the SILVER coloring that is seen in the pictures....
