But, my guess would be high grade AU. I say that because there looks to be light wear above the upper left shoulder of the buffalo and perhaps on his mid-section and upper left leg, among other areas. Ditto for the upper hair section (edited to add: and forehead) of the Indian on the obverse. Hopefully what I'm seeing is simply some weakness in strike and the coin is mint state.

The obverse looks corroded to me, but it is hard to say from those images.

However, if a coin has been over-dipped, the surfaces/appearance will be affected negatively (the coin might look extremely unnatural and/or dull), and in such cases the coin might receive a "no-grade" due to the over-dipping. That is often a judgment call.
PCGS also grades coins which have been lightly cleaned and typically down-grade the coin's grade to take the cleaning into account. If a coin has been cleaned too heavily, it will receive a no-grade. That is also a judgment call.
