Millenium Silver Eagle

Would I be correct in assuming that if NGC grades a coin 2000 Millenium Silver Eagle, that it is in fact a 2000 Millenium Silver Eagle. That whoever submitted it must have sent COA when they had it graded.

Yes, the grading companies will only grade them as Millenium if they were submitted while still intact in the set.

    Is there any diagnostic(s) otherwise?

The SAC in the set has a burnished finish but the SAE looks like any other. The normal mint for that year was Philadelphia but the Millennium Set is from West point, but there is no "W" on the coin. PCGS slabs them as "Millennium Set" rather than a 2000W. I guess because of the "W" missing form the coin.

Thanks for asking the submission question. I was wondering also how it would have to be sent.

Actually even though there is no W on them ALL of the 2000 silver eagles were struck at West Point, not just the ones for the millennium sets. There are no diagnostic features that will identify a "Millennium" silver eagle from a run of the mill bullion silver eagle. That's why they will only slab them as millennium if they are sent in still sealed in the set.
