What does NGC do to GSA slabs when they grade them?

Recently sent in 2 GSA's to be graded in the original slabs. Both of them came straight out of the original shipping box and were flawless of scratches. Just beautiful and was very proud to find them in that condition. Most of the ones you get on Ebay or coin shows have scratches from many years of handling.
After I got them back it looked like someone had wiped the front and back with sandpaper. Made me very unhappy.
Is there something they do to the slabs prior to putting the grade and protection seals on them that would cause this?
By the way, my 1882 came back as MS-65 PL. According to the NGC pop report there have only 30 graded as such. The other one we won't talk about.

I was going for another PL and just ended up with a plain 63. Still think it was PL but what do I know?
