cant tell how the toning really looks like but if its not eye appealing
it may hold the grade back a point or so.

Unless its strange lighting reflection, I've seen the shine-mottled look on coins dipped in MS-70 and not fully washed. Same thing happens with some other oddball coatings ranging from silicone to plain old car wax.
