Will this 1980-S ICG PR70 DCAM Washington Cross?

I think it will cross. Just not as a 70.

It won't cross at PCGS even if it is a true PR70. As a matter of policy they do not cross coins graded PR70. It would have to be cracked out and submitted raw.

It looks DCAM. It doesn't look 70, but I'd need to look at the coin with my loupe for more than a guess. That seems like a nice coin. Why not save your grading money and enjoy it as is?

It won't cross as a 70 (or holder as a 70 if submitted raw) to either service... looks like a bit of stuff around the mint mark, if nothing else...

What everybody said. Assuming all the trash is just on the holder, and there is no haze, figuring out whether a coin is a 70 requires by definition an examination with a 5X. You'll only get guesses from a pic.
