Jeff Nickel Shiny Spots Question

I was making a pittiful attempt at hoping to find a really nice example of a 2004 Jeff nickel, and
I noticed that many many nickels (at least the batch i am looking at) have a distinct shiny spot just under Jefferson's chin and behind his
hair knot. It looks worse when you zoom in or magnify it.
Is this some sort of oil residue getting stamped into the coin? Is it a distraction causing a reduction in grade?

To me it is a distraction that would prevent the coin from reaching the highest grades. Unbroken luster all over the coin is more appealing.

i think thats alittle struck-through grease and looks cool sometimes
i found two with almost identical spots in a bu roll.
mades a neat pair. consecutive strikes.
