It could be a F12... the wear on the Reverse seems excessive though... The Obv does look closer to F15/VF20... but with the eagle obliterated on the reverse, that affected my grade, though it's possible it could be a characteristic of the variety... I have a Half-Dime where the top part of the shield is obliterated, but that was not caused by wear, but instead because of a die bulge...
