No, they absolutely refused to do it on my high-end MS-66 CC Morgan that was worth more in the old holder. There was some slight PVC beginning so I had to send it in through a dealer anyway.
Not any more. If you want to reholder a PCGS coin or try to get it upgraded, they will crack it out and put it in a new holder. The used to have a "roundtable review" service where a coin would be re-graded, and left in its original holder if it didn't upgrade, but that hasn't been available for at least several years.
I had the same issue with a SLQ in a first generation holder that I think should upgrade. However, as it is worth a substantial premium in its current grade in the old holder (something like 50% of the spread between its current grade and the next grade), I am not going to risk losing the premium by attempting an upgrade.

I forgot to say that if there is NO big premium between the old grade and the next higher, then it's really a good deal to have PCGS reholder the coin for I think like 10 bucks. It's smart to do also if there are scatches that might be ascribed incorrectly to the coin, and you're going to have Heritage, et. al. image it for auction.
