Sample slab or not? 2003d NGC State 25c Unc. set?

Just renewed my NGC Collectors Society membership. So today I get my package and low and behold I get this "Limited Edition, NGC Collectors' Society" 2003d Uncirculated set numbered 036-040. It looks like a big license plate with 5 state quarters in the middle and all are graded MS65. Is this a sample slab?? I never expected it so it was pretty neat!!

No, its a promotional slab. You had to pay $99 for the membership.

$99 for 5 free express gradings, 3 free dips via NCS and a crumby promo slab........what a deal!!! I guess I need to start collecting Promo slabs and start a website for promo slabs.

I never called it crumy. Its a neat slab but not a sample. NGC puts "sample" usually on the label for sample slabs.
