Paypal credit for usage outage

Got this e-mail:
"Recently, the PayPal site had technology issues that may have hindered your ability to conduct business using PayPal.
To show our appreciation for your continued business, we're going to credit you for PayPal transaction fees incurred on October 28, 2004, between 12:00:00 AM PDT and 11:59:59 PM PDT.† "
I don't get this. If I'm not selling anything tomorrow the 28th I won't have any fees. How is this beneficial? Why don't they credit the fees for when the site was down?

How could you have incurred fees during the outage if it was down?
We should all get together with each other & keep PayPal-ing $1000 back & forth all day.
