This is an 1854 (sorry, no O) in EF-45. It's tough to find them looking like this, but when they show up, get out of the way!

NGC? ANACS? Or other? Almost looks like it had an old cleaning and then retoned... not entirely sure though...

NGC EF-45. I figured that was a possibility that it was done long ago, but I still liked the coin. I've seen similar coins in all the major grading services holders.
