From the Paypal web site:

The PayPal website is temporarily unavailable due to maintenance.
It will be available again at approximately 6:45 PM PDT.
We apologize for any inconvenience.

I actually managed to get in and pay for an auction about an hour ago. Right after that, it crashed again.

I've logged in a few times today an just logged in again. No problems at all
