Those greens reminds me a little of a Seated quarter I saw and fell in love with at the FUN show one year, but it was in an NGC PR66 or PR67 CAM holder, and had a pricetag of somethin' like $6K, as I recall- waaaay outta my league. But that particular coin was all sea green, and lighter. This coin is probably a bit darker in person, but it's still gorgeous.
I like late date Seated Quarters & Halves in MS 65 & 6. They're scarce, and they don't command the same prices that other coins -- which are just as rare as they are -- bring.
That being said, the MS coins with color seem to be more scarce than the PF counterparts. This coin is a PF 63 because of large number of noticeable hairlines. Also, if the coin's too dark, the TPGs will ding it gradewise.

PF63....looks really nice for a 63...crackout candidate?
Thats a beautiful coin! I would think that would qualify as a crackout candidate. I think if NGC would have graded that coin it would have a "Star" on it
My daughter was diagnosed with type 1 diabetes at the age of 2 (2003). My son was diagnosed with Type 1 when he was 17 on December 31, 2009. We were stunned that another child of ours had been diagnosed. Please, if you don't have a favorite charity, consider giving to the JDRF (Juvenile Diabetes Research Foundation)
Look closely at that coin before even thinking crackout.
1) PCGS does upgrade some of its coin in old holders (I got one earlier this year).
However, you need to see just how dark is that coin when actually looking at it, especially reverse. PCGS does not like dark coins with impeded luster. While I don't see any obvious contact marks -- and on a 3 in this series, they would jump out at you -- I'll bet the coin is severely hairlined. Hairlines do not show up well on images, if at all. They are the major reason proof coins which look great on an internet image do not grade as well when you look at them in person.
Do you own this coin? If so, how does it look in person? What's the spread between PF 3 & PF 4? Also, you need to be very careful when cracking out strongly toned coins, because although this coin looks fine to me, it might wind up in a body bag. I've seen worse happen in situations like this.
"Vou invadir o Nordeste, "Seu cabra da peste, "Sou Mangueira......."
I first saw this coin with 5 minutes left did a quick check on the PCGS price guide and on impulse bid $630 - but I regained my senses and didn't click on the SUBMIT button. Way too much money for an impulse purchase without any research.
Now if that coin was actually designated cameo it would have been a great deal at $621, but as was pointed out it is a dark coin.
I still think it's pretty, but it may be one of those coins you have to tilt the right way to see the colors.
I like that one! It looks great from those images. PCGS seems stingy with the cameo designation on toned proofs but it was slabbed before they gave out the designation for seated proofs. If I had bought it I would send it in to try.
BTW it looks like there are hairlines under the toning so dipping might hurt the grade on that one...
