I've seen that "Crackle" Toning on several NT BTW's we've handled just since I've been here. Scott (commemguy) could enlighten you more on why they are toned this way. Like the tab toning that some commems show from the way they were packaged, I believe that BTW's have toned with that wild Crackle toning by the way they were originally packaged. I'm about to list one on eBay with similar toning. I won't post the pic because it's "one that we are selling." sigh. Another good educational pic post foiled by this rule.
The pattern of color around /on letters indicates it's N/T in the sense it wasn't made in a short time to decieve a buyer. However there is some question if the coin has had environmental contamination that's tough to identify ( like D. Bower's aftershave example).
