NGC vs. PCGS Proof 70 coins

hello all, I'm newly registered here, been reading for a few months though.
I recently purchased a couple NGC PF 70 Ultra Cameo 2004 Quarters and I was shocked that I actually won the auctions, I figured there was no way I could get them for the price I did and would be sniped, or the seller would back out with some weasely excuse.
I've been following pricing of coins and I never thought a NGC or PCGS 70 coin of any denomination would be in my price range. Let alone 2 within a few days of each other.
What is the difference in pricing between what NGC 70's go for compared to PCGS 70's? Is it because PCGS's pop's are lower, so they're more rare than NGC's? or are NGC's grading not as good as PCGS? I know this is the PCGS forum, and I have PCGS graded coins that I've bought for what NGC graded coins were going for. Why do some coins prices match but not others?
Once I have the funds I'd love to send the coins to PCGS for a crossgrade to see if they're 70's, then my coins would jump in value correct?

As a matter of company policy, PCGS will not cross PR70 graded coins.

I guess when it comes to NGC 70's, I'll try not to pay more for them than I would for a PCGS 69 in the future, just incase they are overgraded.
In theory, I agree with the 70 grade being used, because I believe if we're to use the Sheldon scale, we should legitimately use the full scale. The way it's implemented at PCGS, a 70 coin requires "no defects visible with a 5x glass. A proof-70 coin is 100% free of hairlines, planchet flaws, lint marks, and any other mint-caused or post-strike defects." PCGS's standard for 69 says "The coin will appear perfect to the unaided eye. Upon magnification, one or two minute imperfections (extremely minor hairlines, a previously hidden lint mark, a flake from a planchet, etc.) will be evident. In other words, it's impossible to tell a 69 from a 70 without a glass.
As a matter of curiousity, and please answer only if you feel so inclined, why 70's? I can understand why the services would differentiate 69's from 70's, but I've always wondered why collectors did. Perfection is a cool concept, but once you get past the naked eye, why not 10x? I'm a modern guy, and I love pristine coins, but aren't four or five 69's more fun than one 70?

Hopefully I'll never have to sell my collection, but if I do, I know the higher the grade, the higher the price, and if it's anything like homes, the higher the price, the harder the sell, but when it does, the payoff is worth it. but I have no intention of letting them go anytime soon, especially because I want to get them crossgraded by PCGS at some point.
