The scratches are from the plastic.

I assume you mean they are ON the plastic. Now I see a few layers of scrathces, are they ALL on the plastic??? The strike is a little weak, the luster is nice-64 or 65, without the scratches

reverse appears to be 64 or 65 but the obverse is eiher very weak strike, has a bit of rub, or has a LOT of scrathes on the plastic. As it appears - it's either AU or close to 60
