VAM people: is this a High Zero 1890?

The zero looks a bit higher than the arc of the tops of the other numbers in the date. Is this a High Zero coin? If so does it have a VAM number?

The funny thing about attributing VAM's is sometimes we see what we want to see...
Doesn't look like a high zero to me and doesn't look like a 14. If it's a 14, then there should be slight doubling around Liberty's nose, lips, and chin. A 4 should have strong date doubling with distinct doubling at the 0.
