Correct me if I am wrong (please!) but that isn't something the seller can control, right? I am talking about the USPS postal calculator that is used.
So, it looks like there is a problem using it (anytime I have used one in an auction, I have an outrageous amount listed for me and I just shake my head and walk away....not going to risk it) and not necessarily one due to the design of the seller. Not to say the seller wouldn't keep it if it was sent, but, I wouldn't hold it against them. They would likely be better off just stating $5 or something.

Now now friends, don't forget you should have to compensate the seller for his/her time, materials, gas, wear and tear on car, and just plain hassle of mailing you the package!
I also received 11.05 but it should not matter where you live with priority mail as it cost the same to send it 2 miles as it does 2000 in the US. I do not know why he does not just put a fixed price in for shipping based on the weight of the item.

That used to be the case, but no longer. Now, the distance travelled by the package does affect rate, except on the lowest weights.
Here is a little trick I use for shipping heavy packages: You can ship any weight priority package anywhere in the country for only $3.85 (flat rate). I have shipped 20 to 25 rolls of cents for just $3.85 using the PO flat rate envelope. I pack the rolls in a priority cassette-type box and then insert it into the 1 lb. flat rate envelope. Post Office regulations state that you may not use tape on the outside of the package so there is a procedure I use to pack the envelope using 2 sided carpet tape on the inside of the package to secure it. It does seem a bit steep with free boxes from USPS. I got $19.30 for shipping plus $13.0 for insurance too. Maybe he uses that extra heavy padding material in a extra big box?
I punched in a San Diego zip, and it did come back as $28.70 plus insurance. I sent the seller a polite email asking if this was indeed correct. We'll see what he has to say.
Mine came to over $16. I think that's interesting since those coins could ship Priority Mail anywhere in the US for $3.85 (the price for a package up to 1 lb). I wouldn't even have a problem with $4.50 or $5 if the seller wants to allow for wrapping materials.
