I went with Fine. I think that the wear alone makes it a VF, but the nicks and bag marks lower it. I think ANACS would probably NET this piece instead of giving it a full grade.
Now that I look at it a second time, it strikes me that it looks like it may possibly have been cleaned at some point, as well.
1866-S's are notorious for weak strikes. It may be, by the book, a VF25 due to the strike, but I don't like it in that holder. I agree, it has the appearance of a lower grade. Market grading would have dictated such.
I agree with Braddick, the '66-S often has a weak strike and that there are certain VF characteristics to this coin, but I wouldn't pay VF money for it. I would net grade this coin a low F. Brian

OT: What's with the porpoise in the DLRC logo? Coin dealers should have a logo with a shark on it, not a dolphin.
