After you receive coins back from PCGS, and if you are not in agreement with the assigned grade or grades, or the coins may have been bounced for whatever reason, you can re-submit the coins to PCGS for a Presidential Review. The Presidential review is done by David Hall, and he will then look at the coins and determine that either he is in agreement with the graders assessment, or he will assign it a grade/higher grade, if he feels the coin desereves it. There is a nominal chage for this service. I believe the process is explained in your PCGS booklet.
Close but not exactly...If David thinks it deserves a higher grade he will take it into the grading room and basically have a round table to reconsider. David cannot and does not act unilaterally.

No, David told us that he won't do that. If he disagrees with the grade, he will ask graders to review the grade.
